it’s a legal problem because different distributors may hold the rights to the game in different regions. If a particular distributor does not allow the release of a product on sweepstakes because it might hurt their revenue, then there’s nothing the publisher can do.

Also, I believe illfonic is not even the publisher of this game, that would be SONY. So their hands are tied below 2 top tiers above them.
