Didn’t say entire team but if they are standing close then yes usually on average a fireteam member can be downed with 1-2 shots. A fully charged shot can down them in one. If they got health buffs or damage reduction then it might extend it out by a couple more shots.

This is nearly impossible. 1-2 QUICK shots, uncharged, do not have this power, even against Isabelle at 130. Even a Pred with Stalker and Downrange can’t 1-shot most of the FT. I’ve played Elder Stalker, I’ve done my fair share of spamming, I’ve never been able to 1-2 tap a FT member unless their HP was already at a disadvantage.
