Funny if people are actually paying that much, pre order content is almost always exclusive for a while before it goes to standard DLC where anyone can obtain it. Generally what I like to see from games when it comes to pre orders.

This person is probably just selling the promo code for the DLC content when he pre ordered the game and didn’t use.
Most likely i think this person anticipated that this was going to happen with a lot of hardcore fans wanting the '87 Skin and Mini Gun, so he probably pre ordered 2 copies of the game, one for himself and the other one to sell on ebay.

If you have PS4 you go to the Playstation Store and on the left hand side you go to enter promo code, or redeem code and you enter the code there.
For PC i am not sure how it’s done.

From what i’ve heard some gamers who pre ordered the game were able to enter the code and play with the '87 skin and Mini Gun for a while, then after a few Dev patches the skin and Mini Gun got locked out for some gamers.
So it is something on illfonic’s side that they have to fix.

If i remember correctly someone on Illfonic said that the skin/armor where exclusive to pre-order sales but the 87 mask could be obtained via loot boxes.
He preordered the game, so If he goes to his local GameStop and the game is there then he could get his code from the preordered copy
Yup as long as u got your receipt that you pre ordered the game your guaranteed a copy of the game and they provide u a code to redeem the DLC content at the Playstation store

They will i had the same concern for Ghost of Tsushima. I pre ordered it at my local Gamestop and now they are closed due to Corona virus.
I called Gamestop customer support and they told me that when Ghost drops Gamestops are most likely to be open by then so just show up with your receipt
