Kinda - he has 20% damage reduction while sprinting and then 25% damage reduction from explosions (includes plasma caster shots) - so effectively, 45% reduction while sprinting along with thick skin on his 160 base HP takes him to 185 HP essentially makes him a really tough FT member to take down, imo. As close to ‘pay to win’ as you can get in this game.

Also, he hasn’t been relevant to the lore until this game where Illfonic made him part of the ‘lore’ with his own back story of fighting and killing a Pred.

He’s fast as a taco bell bowel movement! His damage output is respectable too. As far as lore goes, he’s kinda shoehorned in there. He was never involved in any film, comic etc other than this game. His character is just one of Dutch’s elite team. He’s nothing to sneeze at, to be sure and his dialogue is amusing. You can tell he had fun doing it. I’ll admit, it’s more fun to claim him than anyone else so far (I have yet to claim a single Isabel) cuz his death yell is so well done.
