And if it can be offensive or not it depends on it’s context or the way you use it. Like call someone black. You can call your best friend black if he is black if you and your friend are ok with that. Same thing as gringo.

I’ve never heard anyone refer to a black person as gringo tbh.

Is different across the whole continent. In Brazil is used for any foreigner regardless of the language. In PR, DR and Cuba is used for anyone from USA, Canada, Australia and UK.
Mostly associated with people from the USA because lets face it, most immigrants/tourists come from there, and they are mostly white.
I never heard it to be used for Jamaicans though, or people from the Virgin Islands, possibly because of their heavy thick accent that doesn’t sound like traditional Hollywood English and sounds more like English is not their native language.
We also use it when bullying someone with latino heritage who refuses to speak spanish or speaks spanish like a gringo. “Mira al pendejo este con guille de gringo.”
