Tbh if these indestructable monsters are running around, treat it like a natural disaster and tell people to get out the way. Pissing it off after its been neutral is bad business.

The worst Legendary godzilla did intentionally was walk through a bridge because it was annoying. Tanks shot at him and he still just went on his way.
