Black people in America have been called less than fully human, animals, ape-like, monkeys, the n-word, and everything thing else in an organized attempt to dehumanize and justify the terrible way they were treated and the laws that targeted them specifically as sub citizens, at least until the civil rights movement of the ‘60s. So, I can’t speak about other countries whose histories I don’t know, but calling someone a monkey in America will definitely be perceived as a racial slur.
