I exited the game and restarted and Epic redownloaded PHG, I no longer get the developer menu.

Yep, as soon as I redownloaded the game, my builds were all restored. Wish I had thought to check to see if I could unlock the dev’s mask, the spartan helmet while I still had the bug.
