If I think I know who you mean, I blame studio more, for they were the ones with that crazy endings including suit. Heck if Fox worked out a deal with Arnie, they could of got him to show up in last film with a more prominent role, but they didn’t. I think some people at Fox in the financial area don’t really care about the lore, but what sells, hence they pushed the suit ending, to set up something.
Besides Arnold not taking role, there was word that Fox didn’t want to pay him alot more to include him in the film more so than the rough draft had him in. Also they thought it would be cheaper to reshoot last part of film, than finishing the original cgi, it wasn’t and spent more than they should have.
