Just think how many hundreds of thousand Russia mafia types want in on reselling PRedator Huntin Grounds: Hhunching Part DLC 2 with the ULTIMATUM PIRATE AND AMAZON JUNGLE JHUNTER VARIANT!
They modified it and made it better with their own unique model…and now they put it on the reseller market for 2 times the amount but since the Russians want it so bad they will sell it at discount!

My Ask is who is fixing it, how they can be contacted, and what benefit is it to them on an open market from a website located in ‘god knows where?’.

Keys are initially generated by the developer/publisher (or by Steam employees at the request of the developer/publisher).
For advertising, for game promotion

And apologies for the misunderstanding, I was always aware that ‘keys’ for DLCs were basically free access, and given away in competitions and shit like that.

What is the purpose? They cost about a fiver each, it’s not worth anything in monetary terms.
