Veritanium and level aren’t correlated that well. I have everything unlockable that I can (I don’t have every DLC), and I have over 10 million veritanium and around 530 field lockers but I am only in the mid 300s level-wise. I played a lot before the level cap was increased to 100 and then a lot before it was increased to 999.
If someone were to have started playing after the 150 level cap was removed, they could easily not have everything purchased yet, especially if they were to buy things directly instead of relying of field lockers for most unlocks, making them a higher level but veritanium-poor.
