A detective-themed word jumble

Got another jumble for y’all. Here are the rules:

  2. Circled letters make up the final answer…
    Sherlock Holmes: what do you think Watson?
    Dr. Watson: we’ve seen this ‘again and again’ but it’s still too ‘complicated’ for me to figure out
    …what did Sherlock Holmes say to Dr. Watson after examining the crime scene? (Final answer: It’s…)

  3. Here’s the tough part. Looking at the crime scene, determine the name of the culprit. (The name consists of 8 letters, the third one needs a cane cause its ‘top heavy’ - this had to be done because it wasn’t working out any other way.
    Also, the words at the top of where Holmes is say ‘PERIODIC TABLE’ and the one by the purple arrow says ‘GAS’
