This talks about linking acounts. Could this mean console players can transfer to PC?

Not likely, probably means linking the epic games account on PS4 purely for the purpose of cross party play.
My Epic account that I use for PC version of PHG is already linked to my playstation account, and there’s no crossover of progression from PS4 to PC or vice-versa.
It would be pretty sick if you could merge all of your DLC and cosmetic unlocks to be shared on both PS and PC but it seems like too much of an undertaking.
