It’s a lot faster than current iteration of cloak.
Looks the same to me. It’s that fast because he’s crouched. You go invisible super fast when crouched.

While I don’t discount the possibility, after 100’s of hours on pred this feels different to me. Then again I only ever see it from pred perspective.
