Unfortunately it not being free is likely because of the mass refunds. The money they earned probably took a massive hit because of that
Not saying its not lame as hell. But I kinda understand. And unfortunately we gotta keep funding the game ourselves if we want it to continue to survive to some extent

They’ve said the next update is FREE, so they should stick by their words. Maybe Arnold won’t appear in the FREE update?
I sign every petition that I stumble across on steam to restart evolve, I know it wont matter, but fuck, I really wish it would
So be it, I’ll chip in and help by paying for DLC if it helps get this ship back on the right course and stay afloat… But I won’t forget the cunts who bailed on us when the times get tough, those that cried for refunds and brought nothing but negativity. They’ll come crawling back, singing praises when everything is perfect and act like they didn’t play a part in trying to bring it down.
Fingers crossed, I’m here until the ship sinks.

It seems to me that they kinda got around that by making the audio logs free, but then arnie comes after that and is paid.

The first is a free update , available for all players who own the game . Players will be able to learn where Dutch has been all these years and hear his story in his own words through a series of voice tapes that you earn as you level up

Yes there is free dlcs, but not licensed characters. Maybe maps are free and cosmetics.
The second is a Paid DLC pack where you can play as Dutch and get early access to the QR5 “Hammerhead” Rifle and Dutch’s Knife ! (available free for all players later in June)

Yeap there are getting free weapons i know this bro… early access… this is not a second dlc though!! It is the same dlc but people who pay for it get it early that’s it.
Just putting it here so people can see, and hopefully this will shut up those saying illfonic doesn’t communicate with us.

If they stick paid content in this broken ass game without doing fixes first It’ll be the end of me playing and I’ll never buy another illfonic title again. This is ridiculous.

If you feel they don’t seserve the money then DO NOT PAY!!!
They still working on fixing i guess!! But you won’t all of that in a day!! Fixing takes time… interactive behaviour took them 3 years to improve upon the game. And still broken in many ways too!! Sony being behind illfonic doesn’t mean the game will be fixed in one day dude… at least this game is playable…

Is it playable though? Because it’s been broken for approximately 17 hours for a lot of people who right now can’t even authenticate and they haven’t bothered to even make a post that they’re working on it.
Oh but don’t worry, paid DLC is on the way.
