Guessing the shoulders of the soldiers, depending on choice of outfit.
From my cultural perspective I could not care lese if the soldiers ran around butt naked, no matter the gender, but since the game is not exclusively available in countries with a high tolerance towards nudity I guess Illfonic has to make sure they do not upset anyone.
