Fully scanned?

One of the new choices says “deal more damage to target fully scanned” whats that mean?

When you look at them, red icon fills up and it says on the right side of the screen who they are and how much xp they have.

Use Thermal then on bottom left it should say a keybind to activate it unless you have a timer.
