4 weapons is extreme lol. Maybe as a new pred class in exchange for having no gear/perks (or a genetic hybrid class thats just all stats and perk points with limited gear, just spitballing to actually make pred classes feel different)

Perk system probably needs a rework in general, its 3 slots and the power levels are all over the place.
Damage/resistance perks are unhealthy for the game in general. Perks should be just that, play-style oriented perks. Observant, dithered lens so on. Not stat adjustments but changes in functionality.
