I want data on the game, but I don’t have a buddy to explore it with.
So I want to run a virtual PC, buy another game, and collect the data alone.
Is this action a violation of the terms and conditions?

that you do not think is bad but the question does not make sense. You with two copies of the game and two ps4, two pc, or a pc and ps4, you can play in a private game and try everything you want … that does not contravene any rule. assuming you mean to use it to test hit damage etc … modifying the code would be illegal, I don’t think this is what you mean
