If Illfonic has the license to add Feral, why aren’t they adding Dutch back?

I mean, it depends. If you are talking warzone style maps, yeah, it’d be a mess. But something like Fallout 4 type of building, in which they are mostly cosmetic and not really a lot of it going on (much like the buildings in all PHG maps) I think it would be ok. Is just basically replacing trees for buildings.

Make it a post apocalyptic war zone. Abandoned cars, debris, ruins, etc.

As mentioned in the screenshot, they don’t know. For now they’re not available. It’s very likely due to IP and licensing. But hopefully they will get this sorted out in the future. While I do have all the fireteam characters on PS5, I do feel for those who didn’t get that chance, especially since they literally paid for them.
