It was intentional. Remember that they’ve gone on record not liking 4. So despite Fugitive actually being the easier add, they instead did more work to create a “fix” which ultimately was worse than the thing they tried to fix.
No shit, Fugitive would’ve been easier. They had his dreadlocks since they’re used on both Emissary and Fugitive, wear the same kind of helmet, wear the same gauntlet (and Fugitive you only need the one model), and could reuse the Jungle Hunter head maybe with a new texture. The work they’d have to do for Fugitive is as much work with better results than Emissary since you’d also lack the bad super Predator textures.

They need to keep Ahab out of this game. He is just one of those characters that would be cool to see, but illfonic would butcher. But they should’ve released tracker with the hunting party dlc. Also, Ahab hunting humans doesn’t make a lot of sense because I don’t think he would see them as worthy prey.
