Yes. There’s no estimating at all, down to 60 frames.

Just tested this out, the crate does not upgrade your weapons you start with.

If they have fixed the Bug then swap over to using Sniper Spec for the 15% damage boost, which on the upside will also boost Melee from 25% to 40% total.
