Here is what I would do, and this is the process I use when painting/weathering props. First paint it a dark grey. Then once it is dry use a black weathering rub and then take a cloth to wipe the rub off. That gets the black paint in the details and really brings them out. Then take a black spray paint and hold it very far away so that only a little bit of the fine mist hits the mask, (this gives a really nice weathered look if done properly, but is easy to mess up, so practice with cardboard first). Once that is done paint in any colors you need, and then use a matte clear sealant (protects paint from chipping/washing off). As far as the hair goes I would dye it brown then use a hair spray/gel to get the right shape.
