Leaping in second wind?

I see alot of preds lately being able to leap in second wind. Is this a perk or bug? I played a bit of Pred and I cannot leap during second wind…

Its able after patch 1.06 + blind effect for FT after SW triggered. This Makes you unkillable by SW cooldown.
