I am level 100 and all my guns are at 10. So if the tapes for “Dutch” are unlocked by leveling up how does that work for me?

I’m mostly curious how Dutch is gonna work. Do you have to que to be Dutch? Is it random? Or can everyone be Dutch? Imagine 4 Arnie’s running around the map, lmao. “Get down!” “Get to da choppah!” “No you gi to da choppah!”
