Imo even if illfonic did perfect with this game, it still would have the same size player base it has. Not many games succeed nowadays, especially exclusive games

There is no reason, that any game should have horrible performance on ps4, when ghost runs so smoothly, and looks as good as it does, and is open world.

Because is related to ping/performance of other players. Basically the game drops framerate if a player with inferior hardware (PS4 base or low end PC GPU) is close to you. AI also drop frames like crazy, probably because this game doesn’t really have dedicated servers and relies on all players hardware to actually render all the shit in the map.
I know this because if you load into a private match by yourself you get much better framerate than playing with other people.
That being said, is safe to say PS5 has the best performance on this game, even against high end PC. I suspect the culprit is the so called “cooked” content, where this game runs as an emulated console game on PC and uses precompiled shaders that are generic and not optimized for all GPUs
