I agree, pred is too weak still. But it has nothing to do with simple damage numbers, or resistance numbers.
It has to do with how the game forces both teams to play, or at least encourages them to.
This is why I made a super post to completely rework this game.
As it stands the game is bleeding out. Every single player, whether casual or hardcore pred fans, can all agree on this.
Yes, we have more “balance” right now. But a game like this needs to be balanced in different ways, then say call of duty or halo.
Fireteam should be the weaker team, but stronger together. However even together, they should still be playing the match like its a fight for survival, not a fair fight. Because it isnt.

Cloak does need to be improved, I absolutely agree with tthat as it will open up more than just rushing playstyles.

Pred needs to be able to heal faster. I agree, however only if the rest of the game were to remain the same. If the games are more drawn out, then im fine with it being as slow, if not slower.

Permanent penalties is a good idea, but they shouldnt be overdone, this has to be balanced very carefully, otherwise its gonna go sideways quick.

Plasma caster tracking is canon, however for the sake of gameplay, I DO NOT want this in any capacity. Damage needs to be returned, or the charge time has to be quicker.

Knife parrying needs more counters, I outlined this within the weapons section of my guide.

I agree with pred melee being stronger, but only if everything else is retuned. Then once that is done, I want both melee to hit harder, as well as the fireteam to hit harder too. That way rushing in with melee is punished severely, for both sides.
