scroll down to “manage games”
then choose Predator hunting grounds
click on Additional Command Line Arguments
it should look like that
there you see 2 commands I already use, ignore them. You just have to type in:
-culture=zh-Hans-CN
(for Simplified Chinese)
-culture=zh-Hant-TW
(for traditional Chinese)

The game needs to support the language. You can ask the devs if the language has been added at least for text and what the switch would be, if is any different. Usually games will run by default on the language that is set on Windows. If your Windows operating system is in Chinese and the game does not load in Chinese, then more than likely the language has not been added to the game or it uses a non traditional switch
