I noticed this when looking at the Fireteam perks. The perks for the Fireteam have to be unlocked. However, the Predator has all perks unlocked from the start.
Not sure if this was overlooked by the developers or if they meant for perks to be done this way.
However, this probably does give the Predator some advantages over the Fireteam.
