i dont know if its a bug but here is the deal when you buy PHG from steam you unlock all the dlc for free and you can even use them, dutch and everthing

hmmm…looks like you guys lucked out.
Maybe they are just letting you play test it, because by this time you’re probably so late to the game and every free weapon is available to you already.
They will probably catch this bug and remove it and you’ll be like, “i kind of like these dlcs” then opt to pay for it after wards.
