No reason it shouldn’t be. The movies open up all the marks necessary for a great game. All they gotta do is hit those marks… fingers crossed.

Boss fights with gang leaders, OCP (ED-209…robot ninjas), Cain, free roam patrolling/backing up cops under fire/rescue missions, factions like Splatter Punks and little leage baseball kids, different areas like Detroit, caddilac heights, Delta city under development, satirical commercials as loading screens, rpg elements like upgrading weapons and abilities, but most of all they can really just follow the movies as the central plot and be fine.
