QR-4 buff

I’m not blind that FT is op but I think FT needs a blanket wide nerf anyways.

What if we gave the QR-4 maximum mobility. This makes it a trade off of damage for mobility, giving it a unique niche that makes it different.

Alternative stat line could be same as the pistals
