Yeah you’re right. I just saw it. That probably happens because on menus the FPS goes to the max.

It only goes to what you set it at.
If your GPU needs only 20% of it’s power to render an animation at 60 FPS, it’ll do just that. It’ll stay at 20% of GPU usage, while providing constant 60 FPS.

In this game’s situation, it doesn’t matter which GPU you have, it’ll always go to 99% of GPU usage in the menu’s. It happens on my GTX 1050 Ti, it happens also on my RTX 3060 Ti which is roughly 5 times more powerful than GTX 1050 Ti.

When you enter the game, then you can see GPU usage going up and down as it should, like in other games.

Poor optimization.
The easiest job to do is to just drop the content and let it fly, screw the performance and optimization.
