are FT supposed to go into downded sate with it ?

They can. Sometimes they will and sometimes they won’t, I think it depends on the weapon. For example an uncharged plasma shot from the caster or HH can down them but a shot from the bow or a charged shot from the caster will kill them.

It depends on perks and class.
Beefier classes can go down 1 more time before it’s an instakill, and there is a perk for an additional down.
HHPC can 1 shot stealth killables if they have 0 downs left.

Even should they have a skull above their heads? I remember downing a scout several times when they had the skull until I shot him in the head with the HH then he went kursplat.

If ft has white skull on them, that means they have been downed enough to perform a stealth kill. Stealth kill doesnt down, it kills unless interrupted by second wind

I did some testing in privates like a year ago and got that, so outdated information at best.
