Ok this is my suggestion.
Replace Full-charge Damage that use to 1-shot, into Full-charge Lock-on that penetrates the environment, then convert the original damage into a Perk that removes aim, but gives over-charge damage.
- Classic tracking target Plasma Caster
- Enviroment damage & piercing
- Balance to 1-hit problem
- Overcharge damage is converted into a perk
- Potential to expand into preventing camping players inside buildings
