The US and Russia do this all the time to each other.
Russia helped Vietnam during the Vietnam war. And we helped the Mujadeen in Afghan during the Russia Afghan war.

Russia, China, Africa some of the largest denominations in the world are plagued with several problems.
Agricultural difficults frought with environment issues. Yearly droughts or floodings, or just infertile soils and these lands are meant to feed their over populated countries.

The issue at hand is that Democratic countries which people falling through the cracks sees the rise in intellectual property and technology being a way for their diverse economy to flourish based on ādemonizingā another countryās military in order to bolster a war-economy (an effort that has been the exploitation of the 20th centurty). Its a very fearful thing when the US and Canada have yet to understand such implications and have not yet settled on peace rather than conflict.
Its problematic when they canāt even look to the Internation Space Station for a clear effort in understanding politics rather they look to defenses of the greatest humanity killing efforts rather than peace keeping efforts.
