Well you can usually make it work in a city too, you just need to focus on the resident higher-ups such as captains and commissioners (commissioners can be a bit obvious, that’s why I prefer to go for captains in isolation rather than directly for the head honcho). Generally, you just need to do a bit of research and ‘bump into’ them at a supermarket, get on good terms with them and bob’s your uncle.
