It’s part of black culture in the USA as well usually within poorer communities dating back to slavery. Some hispanic communities do it too. As a white guy I have no idea how it became normalized or understand the logic behind it at all. A lot of it has to do with how they’re influenced growing up as plenty of black people don’t do it.
