as predator and it says waiting for players and no one has joined for about 2 minutes is that a dead lobby?

So far I just leave and start up a new queue when that happens. Have not waited for a longer time to see if anything happens thought.
as of right now it seems that no one will join lobbies that have already formed. you must queue into a full lobby
