If this “gear” was removed from the game and put permanently on the city hunter as one of his permanent gear at the bottom of the loadout and it was removed from the gear slot and his gear points were lowered would he be considered pay to win?

I wish I could take it off my city hunter so he could carry meds traps and decoys

I feel like if it was added to his permanent gear and lowered his gear points to 8 so that he wouldn’t be considered pay to win at that point
