Wrist Launcher affected by perks?

Hadn’t noticed a difference from down range or large pouch. Anyone else notice anything?

yes it is effected by down range and large pouch

down range literally increases the damage by 3 yes 3 WHOLE damage points
and large pouch gives you 2 more rockets

and i guess if your really curious OWLF reduces the damage of the rocket by 2 yes really 2 damage
