The game can be unpacked by anyone from .pak files. However those are just assets (textures, 3D models, configuration, sounds, icons, etc.)
You need source code to make bug fixes or add features. Game source code is compiled to binary format (.exe files) and there is no way to get source code back from compiled binary.
I highly doubt they will ever release the source code.

It doensât matter what engine or framework you use to develop software, in this particular case the game. Illfonic develop the game in C++, the lines they write are called source code. That code is compiled to architecture dependent binary code also called executable (that is why the files have .exe extension). Pak files are just holders for all stuff needed outside the code, like textures, 3D models, configuration, sounds, icons, etc.
But whatever suits you best you dumbfuck. Good luck fixing and modding the game via pak files.
