How about, we get rid of Thick Skin, Impen, Ironside, OWLF Trained, Yautja’s Bane, Down Range, Heavy Hitter, and Fearless. How bout that. No more damage increase, decrease, or health perks anymore.

I can agree with no damage/health perks.

Alternatively, giving perks positive and negative effects can also be a good way to balance strong effects.

For example,
Predator

  • Dithered, reduced laser brightness / increase charge time
  • Downrange, increased damage / increased energy consumption
  • Impenetrable, less damage from bullets / increased stamina consumption

Fireteam

  • Thick Skin, increased health / decreased sprint speed
  • Yautja’s Bane, increased damage with primary / reduced damage with secondary
  • Double Time, increased sprint speed/ increased stamina consumption
