In a perfect world, yes. But in the reality we find ourselves in, the govts of the world just dole out scraps to the poor. It would be no different for UBI. It would just mean poverty for all. Because the wealthy that would have to be taxed into oblivion and they would find ways to get out of it. Plus, even if they did pony up the cash, the politicians (that the technocrats have bought anyway) would just hoard the money for themselves, as they do now and launder it into their own pockets.
