I think it would be a smart investment. More people working means better economy and more taxes

I know all about that. It doesn’t have to be that way. Those goods need to be fixed. The people that come out of there are raised by that system and don’t think clearly. Their instinct is crime and gangs
The system is designed like that on purpose but I won’t go into my “conspiracy” bag right now.
The government has more than enough money to resolve poverty but they’d rather waste it in on wars and other bullshit.

Like for homeless. Shelters are already available. Set up a time based goals. Job. Save up money. Some non-college education (vocational school - 2 years i think). Those jobs can get middle class wages. Support groups or social workers. Oversee progress. Withing a few years people can become independent. It’s hard work, but do is everything else
Instead of a new housing development, let’s build a prison. Less space, more folks to house, tax breaks

I think that kinda true of every ambitious country with a military. Taxpayers pay for war, gov makes munny from contractors charged with rebuilding and relief efforts and whatnot. Also they get to drag other ambitious countries in and scout their military. I think there are plenty of other reasons that make sense, but will not be liked by anyone
I doubt that’s enough. There’s entry of while collar crime that doesn’t envolve violence but ruins lives. I think it’s important to keep people adherent to certain sets of rules and make transgressions punishable

My big thing is not about incarceration, but about rehabilitation and post-prison life opportunities. Many criminsls become repeat offenders and the system thrives on that

That is true. But even if 50% can, and I’m sure the number is higher, a better job should be done at this.
Those that can’t get right, if therapy does not help, need to have some kind of supervision cause they’re just a ticking bomb.

On a serious note it’s not feasible to have 24/7 babysitters for murderers, rapists, etc. In a country of 330 million people.
The workaround for this used to just be lobotomies.

Maybe they can be monitored via gps (similar to ankle bracelets, two for failsafe, report if there heading to unusual location and purpose, expensive operation that would be subsidized from their income - price of freedom, access to a social worker or therapist if urges come up)
